Caroline Eve, B.Sc., Biochemistry (Founder & President)

IQR was founded by Caroline Eve, who is the Primary Consultant and President of IQR Consulting Ltd. She has worked in the Quality Assurance and Regulatory Affairs fields of the pharmaceutical, natural health product, medical device and cosmetic industries for over 30 years. Caroline's extensive experience in these sectors has provided her with rare technical insight into implementing quality systems, investigative problem-solving and project management.

Prior to founding IQR Consulting Ltd, Caroline has served as Director/V.P. of Regulatory Affairs and Quality Systems for various natural health product companies including Natural Factors, where she has created, upgraded, and implemented quality system programs and hired technical staff to build out Quality departments. Caroline also held several positions at Stanley Pharmaceuticals and was responsible for the establishment and implementation of their quality systems including employee GMP training, corrective and preventive actions, liaising with Health Canada's Therapeutic Products Directorate, and overseeing technical marketing projects.

Caroline Fritz, B.Sc. (Director, Quality Systems & Senior Consultant)

Caroline joined IQR Consulting in 2017 and brings two decades of industry experience supporting clients with their Quality Assurance and regulatory compliance needs. A graduate of the University of Victoria with a Bachelor of Science in Biology, Caroline began her career in 2005 and has worked extensively across the natural health product (NHP), pharmaceutical, medical device, and food sectors.

In her current role, Caroline serves as a Qualified Person in charge (QAP) for clients, conducts third-party inspections, and supports companies in meeting Health Canada and international regulatory requirements. Her work includes the development of SOPs, conducting quality investigations, participating in regulatory inspections and oversight of Good Pharmacovigilance Practices (GVP) and other essential quality system elements for both importers and domestic manufacturers and brands.

Caroline’s background includes roles such as Quality Engineer at Abbott Point of Care, where she supported the production of single-use blood analysis cartridges, and Quality Assurance Manager for contract manufacturers specializing in softgels, powders, tablets, and two-piece capsules. She also brings experience from QA roles within both in-house and independent QC labs.

Caroline’s practical, hands-on approach and strong regulatory knowledge make her a trusted partner for clients navigating the complex quality and compliance landscape in Canada and abroad.

James Yee, Ph.D. (Director, QC & Validation)

James has over twenty years of experience in pharmaceutical, natural health product, and nutraceutical development. Through a variety of technical and management positions in the industry, as well as his work as an independent consultant, he has extensive expertise in Chemistry, Manufacturing, and Controls (CMC) under GMP, analytical development, regulatory-compliant stability studies, atypical/OOS investigations, and formulation development. James has a proven track record in research and development, leading to twelve patents and scientific publications. He holds a PhD in Organic Chemistry from the University of British Columbia and completed post-doctoral research at the University of Nottingham, which resulted in the total synthesis of Ulapualide A.

Kristi Xing, M.Sc. (Director, Regulatory & Quality Compliance)

Kristi is a Quality Assurance and Regulatory Professional with over 25 years of experience in product Safety, quality assurance and regulatory compliance within the Food, Animal Nutrition and Cannabis industries. Prior to joining IQR Consulting, Kristi held senior leadership positions at Cargill, Nature’s Path, Gardein, Donald’s Fine Foods, and BZAM Cannabis. She has successfully developed, implemented and managed quality and regulatory programs across multi-site manufacturing operations and distribution facilities. She also has extensive experience leading Quality and Regulatory teams in both fast-paced start-ups and corporate environments. Kristi is a proven leader with the ability to mentor and develop future leaders.

She holds a M.Sc. from the University of British Columbia and a B.Sc. from the Ohio State University.

Jessica Wang, B.Sc. Honors (Senior Regulatory Affairs Manager)

Jessica brings over a decade of expertise in regulatory licensing, scientific research, and technical writing within the natural health/dietary supplements and associated industries. She holds an Honors BSc in Nutritional and Nutraceutical Sciences from the University of Guelph, which gave her a solid foundation in functional foods and alternative medicines. Since joining IQR Consulting in 2010, Jessica has supported clients in regulatory compliance, quality systems, and literature research across the Canadian and international health and personal care sectors. With over 10 years of hands-on, extensive experience collaborating with government and industry, it has enabled her to help clients navigate complex regulatory landscapes effectively.

Cici Liu, M.Sc., Food Science (Regulatory & QA Specialist)

Cici Liu holds a master's degree in Food Science from University of British Columbia, focusing on food quality evaluation and food safety plan development, quality assurance, and Canadian, US and European laws and regulations for food and natural health products (NHPs). She further expanded her knowledge and practical skills in both food and NHPs industries over the last 5 years. As a HACCP coordinator, her experiences in developing and improving HACCP/PCP plans made role critical in both government and customer audits. As a Quality Assurance Specialist, she is experienced in investigating quality and safety issues, providing and implementing corrective actions and preventive actions, evaluating and approving raw materials and finished products against Health Canada monograph, USP standards, and other regulatory requirements. Cici joined IQR Consulting in 2021, and with her extensive experience in manufacturing industries, ownership-taking attitude towards problems, as well as problem-solving skills, she is able to provide continuous supports to clients on maintaining and improving their quality systems.
